NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Duties DescriptionUnder the direction of an Information Technology Specialist 3 (SG-23), within the Chief Technology Office, the Information Technology Specialist 2 will work on a team of technical staff responsible for the analysis, design, development, integration, testing and implementation of agency web sites using various web related tools and applications.
Specific duties include, but are not limited to: • Design, develop, support, and maintain web sites and pages utilizing HTML/HTML5, CSS, JavaScript, and other web development tools as required.
• Responsible for the maintenance and development of Tax’s static public web site, as well as DTA and DOB’s intranet and static public websites.
This responsibility includes all points of contact to enhance the sites for external and internal users.
• Provide technical support and guidance on the use of the OpenText TeamSite web content management system used by Tax and DTA business users to create, publish, and manage content to their public web sites.
• Provide administrative support for Google Cloud Search, Google Analytics, Oracle Service Cloud CRM, Secure Communications System (SCOM), GovDelivery Email and Subscription Services, and WebSitePulse for website monitoring and alerting.
• Collaborate effectively within a team environment, as well as with members of other teams, on the implementation, enhancement and support of web sites using web tools/products and other solutions.
• Work closely with customers to determine, document, and negotiate business requirements.
• Communicate technical information effectively, both verbally and in writing, with functional and technical staff as well as with vendors regarding product support, upgrades, and technical issues.
• Participate in meetings with customers and other IT units to facilitate requirements gathering, application development and troubleshooting efforts.
• Provide end-user assistance for ongoing maintenance and support issues.
• Develop and maintain systems in accordance with all appropriate agency, legislative, and Enterprise ITS guidelines and requirements.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At this time, agencies may recruit and hire employees by making temporary appointments.
In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
