Preferred Qualifications: • Bachelor’s degree and four years of relevant professional experience**.

• The bachelor’s or other degree should be in a field substantially related to Law, Business Administration, Marketing, Public Administration, Finance, Economics, Auditing or Accounting.

Duties DescriptionDuties: Reporting to the Director of Charitable Gaming, the Special Assistant (working title: Assistant Director of Charitable Gaming) will function as the second-in-command.
The Special Assistant will assist with the administration of the games of chance licensing law, bingo licensing law, and bingo control law as prescribed by articles 9-A and 14-H of the General Municipal Law and 19-B of the Executive law.
Specific duties will include, but are not limited to: • Participate in the expansion and evolution of charitable gaming in New York State • Assist the Director in developing and implementing policies to ensure the proper functioning of the Division and provide strategic guidance and insight to Director, Commissioners, and Executive Director on charitable gaming.
Under the guidance of the Director, develop long-term planning initiatives and operating procedures as they evolve in relation to charitable gaming.
• Monitor charitable gaming legislation and recommend changes of the existing rules and regulations in conjunction with the passing of new laws.
• Monitor day-to-day operations of Charitable Gaming Division.
Formulation of planning, developing, and overseeing the compliance program to ensure compliance with applicable statutes, rules, to ensure goals and objectives are achieved.
• Provide technical assistance to actual and potential licenses or industry stakeholders in relation to charitable gaming.
• Responsible for the manner and conduct of on-site inspections and field investigations of charitable gaming operations.
• Responsible for the development and maintenance of professional liaisons between the Division and all appropriate law enforcement and regulatory agencies within the State of New York and other states as appropriate.
This includes formal training regarding all statutes, rules and regulations governing the conduct of lawful and unlawful Games of Chance and Bingo.
Schedule liaison training throughout the State.
Provide consultation and advice to municipalities throughout the State with respect to criteria for licensing, interpretation of statutes, rules and regulations, inspection, enforcement and investigative procedures and policies.
• Monitor and conduct studies of charitable gaming activities through meetings, direct observations, and the review of reports and records to ensure the inspection and compliance procedures of the Division are being followed.
Provide statistical results in relation to those aspects.
• Draft and/or review documents in relation to program deficiencies and steps by stakeholders that must be taken to comply with charitable gaming laws and or processes.
• Provide recommendations regarding the promulgation of rules and regulations, operating policies, work programs, standards of work performance and reports of operations.
• Review questions of policy arising from interpretation of laws and regulations from formal hearings and administrative determinations and obtains approval where needed on policy decisions.
• Assist in arranging and conducting workshop meetings with licensees and/or stakeholders to explain the program.
Additional CommentsNOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.
PROHIBITION AGAINST PLAYING AND WAGERING Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes.
Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State.
To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission.
The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties.
Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
