This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications: A bachelor's degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling and three years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of social services programs, such as cash or nutrition assistance, child welfare, disease management, disease prevention, employment and unemployment services, labor market information, or workforce development.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination.
Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

PREFERRED QUALIFICATIONS: - Supervisory experience - Ability to initiate and maintain relationships across a diverse set of stakeholders.
Duties DescriptionStandard Duties: The Program Research Specialist 2 (Human Services) duties in Research and Statistics Bureau, will include but are not limited to the following: Assists in the preparation of the monthly jobs and local area unemployment rates press release, monthly Governor's briefing on labor market developments in New York State, and regional labor market briefings.
Performs the duties of Associate Editor for the monthly Employment in New York State newsletter.
This entails editing articles, developing content, reviewing draft newsletter for inaccuracies, and coordinating with pertinent departmental staff to ensure the newsletter's timely release.
Prepares other monthly data products and reports including Labor Market Highlights, the Economic Data Card, the Index of Coincident Economic Indicators and Unemployed Jobs Seekers per Opening.
Reviews labor market information data and products for accuracy.
Ensures up-to-date data are maintained in a readily accessible location.
Responds to requests for labor market information from inside and outside the Department.
Prepares special statistics reports, value-added pieces, and other ad hoc assignments.
Works as part of a team to develop new labor market information products and services for New York State and its 10 regions.
Conducts labor market research for New York State and its 10 labor market regions.
Prepares and submits reports, as requested, in consultation with supervisor and the Chief of BLMI.
Reviews and edits monthly news items for inclusion in the regional Labor Market Briefing documents.
