*DISTINGUISHING FEATURES OF THE CLASS:* Incumbent in this class is responsible for the supervision and preparation of the Annual County Executive Budget, the compiling of statistical data, and the preparing of written analytical narratives.
The incumbent also advises the County Executive on policy matters related to the County budget, prepares special project budgets, classifies and monitors budgetary accounts, and researches and develops management and budget policy on behalf of the County Executive.
The incumbent analyzes and monitors fiscal indicators and department spending relevant to the adopted budget.
The work is performed under the supervision of the Commissioner of Management and Budget with assistance by the Senior Budget Analyst.
Incumbent may assist in training personnel.
Does related work as required.
*TYPICAL WORK ACTIVITIES:*
· Conducts special or continuous studies in order to obtain budgetary data and develop appropriate recommendations to the County Executive for effective and efficient utilization of available County resources;
· Makes evaluations relating to funded programs to ascertain accuracy of reports and completeness of data;
· Analyzes budget needs and submits policy advice and recommendations on departmental budget requests to the County Executive.
· Develops County Executive Budget;
· Compiles statistics from reports for use in budget justification;
· Monitors expenditures to assure that work is done efficiently within established fiscal and administrative guidelines;
· Reviews information for use in periodic reports to the County Executive’s Office;
· Prepares written and oral reports of findings;
· Oversees and administers major management contracts;
· Advises County Executive staff on management and policy issues;
· Makes recommendations in the preparation of budget estimates by providing data on cost-effectiveness, cost analysis, program effectiveness, etc.

· Determines and projects economic forecasts necessary for budget preparation;
· Prepares detailed statistical and financial reports;
· Maintains records and files as required.
*FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:*
· Thorough knowledge of word processing, databases, and spreadsheets and other computer applications;
· Good knowledge of the modern principles and practices of account keeping and budget control;
· Good knowledge of governmental budget process and control;
· Good knowledge of effective governmental budget principles and practices;
· Working knowledge of local and state rules and regulations concerning maintenance of fiscal records;
· Ability to analyze data and provide comprehensive policy advice on a variety of issues and develop fiscal policy;
· Ability in management analysis;
· Ability to gather, analyze and summarize fiscal data and information.
*MINIMUM QUALIFICATIONS: * *EITHER:*
A.
Graduation from a regionally accredited or New York State registered college or university with at least a Master’s Degree in Accounting, Economics, Public Policy, Business Administration, Public Administration, Political Science or closely related field; OR,
B.
Graduation from a regionally accredited or New York State registered college or university with at least a Bachelor's Degree in Accounting, Economics, Public Policy, Public Administration, Political Science Or Business Administration or closely related field, and two (2) years of full-time paid experience in budget administration, policy analysis, budget analysis, budget research, or a closely related field.
